AMDD、「経済財政運営と改革の基本方針2026」に向けた提言を提出

一般社団法人米国医療機器・IVD工業会（AMDD：American Medical Devices and Diagnostics Manufacturers’ Association、所在地：東京都港区、会長：森川智之）は、イノベーションを推進し、質の高い医療を提供し続けるために官民一体となって取り組むことを目指して、本年度の「経済財政運営と改革の基本方針（骨太の方針）」に向けて以下を提言いたしました。

[提言1] インフレ等の外部環境の変化に応じた、医療機器・IVDの柔軟な保険償還価格の検討

[提言2] 日本におけるデバイスラグ・デバイスロス解消に向けた薬事規制の国際整合の推進
- 薬事規制（審査要件、リアルワールドデータの信頼性保証等）における国際整合性の確保- 日本における医療機器・IVD開発活性化に向けた環境整備- 治験・臨床試験に関するプロセスの共通化
[提言3] 医療機関の業務効率化および医療従事者の負担軽減に資するデジタルヘルス技術の導入促進
- デジタルヘルス技術導入による医療機関の業務効率化および医療者の負担軽減- 新たな評価制度または医療機関向け支援制度の導入・継続・拡充- 生産性向上に資するデジタルヘルス技術に関する実証研究の推進
[提言4] 国民が医療機器・IVDによる診断・治療に関する正しい情報にアクセスできる仕組みの整備
- 製造販売業者からの情報発信に関するルールの整理- 国民が診断・治療を主体的に選択するための、医療機器・IVDに関する正確かつ分かりやすい情報提供の推進- 国民のヘルスリテラシー向上に資する啓発活動の促進
[提言5] 官民連携による医療データの二次利用促進と、医療機器・IVD識別情報を含むデータベース連携の推進
- 医療データを活用した医療機器・IVD製品開発の推進・加速- 医療機器・IVD識別情報を含む各種データベースの連携- 政府関係部門との課題・事例共有を通じた官民連携の強化

AMDD’s Opinions for the Basic Policy for the
Economic and Fiscal Management and Reform 2026
Tokyo, Japan: The American Medical Devices and Diagnostics Manufacturers’ Association (AMDD; Minato-ku, Tokyo; Chairperson: Satoshi Morikawa) submits the following opinions for the Basic Policy on Economic and Fiscal Management and Reform 2026, recognizing the importance of public-private collaboration in advancing innovation and sustaining high-quality healthcare.

[Recommendation 1]
Consider flexible reimbursement pricing for medical devices and IVDs in response to inflation and other external factors
- Address continued cost increases, including rising prices and wages.- Ensure appropriate measures to address GYAKUZAYA where purchase prices of materials at healthcare institutions exceed reimbursement prices.- Implement appropriate and flexible adjustments to material reimbursement prices.
[Recommendation 2]
Promote international harmonization of regulatory requirements to address device lag and device loss in Japan
- Ensure international harmonization of regulatory requirements (including review requirements and approaches to ensuring the reliability of real-world data.)- Strengthen the environment to promote the development of medical devices and IVDs in Japan.- Harmonize processes for clinical trials and clinical studies.
[Recommendation 3]
Promote the adoption of digital health technologies to improve operational efficiency and reduce the burden on healthcare professionals
- Enhance operational efficiency in healthcare institutions and reduce the burden on healthcare professionals through digital health technologies.- Introduce, sustain, and expand new evaluation frameworks or support programs for healthcare institutions.- Advance pilot programs for digital health technologies that enhance productivity improvements.
[Recommendation 4]
Establish a framework to ensure public access to appropriate information on diagnosis and treatment using medical devices and IVDs
- Establish clear rules for information dissemination by Marketing Authorization Holders (MAHs.)- Promote the provision of accurate and accessible information on medical devices and IVDs to enable the public to proactively make informed choices on diagnosis and treatment.- Advance awareness initiatives to improve public health literacy.
[Recommendation 5]
Promote secondary use of healthcare data through public-private collaboration and strengthen linkage among databases, including medical device and IVD identification information
- Promote and accelerate product development leveraging healthcare data.- Advance linkage among databases, including medical device and IVD identification information.- Strengthen public-private collaboration through the sharing of challenges and case studies with relevant government agencies.
AMDD will continue to work closely with a wide range of stakeholders-including the governments of Japan and the United States, industry associations, academic societies, and healthcare professionals-to contribute to improving people’s health and the advancement of healthcare in Japan.
