サステナブルな世界を目指す北九州市発の新たな都市像『Next Horizon Sustainable City』を発表（English version available）
福岡県北九州市（北九州市役所）
北九州市は、持続可能な都市（サステナブルシティ）の新たな方向性として、『Next Horizon Sustainable City』（ネクストホライズン・サステナブルシティ）という新たな都市像を発表しました。
本都市像は、オーストラリア国立大学のシューメイ・バイ卓越教授（IPCC特別報告書「気候変動と都市」調整主執筆者）が提唱する最先端の都市理論を取り入れ、北九州市と同教授と共同で策定した、世界的にも先駆的なものです。
北九州市は、かつて深刻な公害を経験しながらも、市民・企業・行政が一体となってそれを克服し、その経験を国内外の都市と共有してきました。そうした歴史と実践を礎に、都市を、「単なる課題が生まれる場」ではなく、世界の課題解決を牽引する「変革の主体」として位置づけ、次なる地平線へ踏み出します。

Next Horizon Sustainable City は、以下の４つの概念を柱としています。
◆曼荼羅的ネットワーク（Mandala-like Network）
多様な主体が有機的につながる都市
◆利他的な都市（Altruistic City）
互いを思いやる力を持つ都市
◆再生的な都市（Regenerative City）
継続的に自らを再生する都市
◆世界の変革主体（City as a Transformative Agent）
世界の変革を自ら生み出す都市
これらは、北九州市がこれまで歩んできた歴史と、これから担う役割を言葉として整理したものです。
北九州市は、この都市像を具体的な行動へとつなげるため、３つの中核プロジェクトを推進します。
◆Retalabo（リタラボ）
分野や立場を超え、市民・企業・研究者・行政などが集い、複雑で困難な社会課題の解決に向けたプロジェクトを生み出す実践ラボ
◆Destination Project（目的地プロジェクト）
サステナビリティに関心を持つ世界中の人々が「一度は訪れたい」「何度も訪れたい」と思われる都市を目指すプロジェクト
◆Matsuri Project（まつりプロジェクト）
食・文化・スポーツ・エンターテインメントなどを通じ、市民一人ひとりの自発的な参加と熱量を引き出すプロジェクト
北九州市は、「利他」と「再生」を強みとする都市として、市民の想いと行動を原動力に、世界とともに未来を切り拓いていきます。
人の想いと行動が、都市を動かし、世界を動かす。

The City of Kitakyushu has announced a new urban vision,“Next Horizon Sustainable City,” as a new direction for sustainable cities.
This vision is a globally pioneering initiative, jointly developed by the City of Kitakyushu and Professor Xuemei Bai, Distinguished Professor at the Australian National University and Coordinating Lead Author of the IPCC Special Report “Climate Change and Cities.”
It incorporates cutting-edge urban theories proposed by Professor Bai, positioning cities as key drivers of global transformation.
Kitakyushu once faced severe industrial pollution. However, through close collaboration among citizens, businesses, and government, the city successfully overcame these challenges and has since shared its experience and expertise with cities both in Japan and around the world.
Building on this history and practice, Kitakyushu now redefines the city not as merely a place where challenges arise, but as a transformative agent that leads solutions to global issues. With this vision, the city takes its next step toward a new horizon.
Next Horizon Sustainable City is built upon the following four core concepts:
Mandala-like Network
A city where diverse actors are organically connected and collaborate across sectors
Altruistic City
A city that possesses the strength to care for others and future generations
Regenerative City
A city that continuously renews and regenerates itself
City as a Transformative Agent
A city that actively creates change and drives global transformation
These concepts articulate both the path Kitakyushu has taken and the role it aims to play in the future.
To translate this vision into concrete action, the City of Kitakyushu is advancing three core projects:
Retalabo
A practical laboratory where citizens, businesses, researchers, and government come together across disciplines and sectors to generate projects that address complex and challenging social issues.
Destination Project
A project aimed at making Kitakyushu a city that people around the world who care about sustainability want to visit at least once-and return to again and again.
Matsuri Project
A project that inspires spontaneous participation and collective energy among citizens through food, culture, sports, entertainment, and other forms of everyday enjoyment.
As a city whose strengths lie in altruism and regeneration, Kitakyushu will continue to shape the future together with the world, driven by the aspirations and actions of its citizens.
People’s thoughts and actions move cities-and cities move the world.
